Later that night, Agent blue had ridden his Tiger cub and parked it a few blocks from Flanagan's apartment. Locked his open faced helmet to the bike, and walked a few blocks. Outside the apartment block sat a police car, where two officers sat watching the coming's and going's from the block that housed Flanagan's apartment. Richie had dressed casual and taken with him a small genie bar. Hiding it inside the specialty adapted lining of his jacket, evading the police. Slipping on his leather gloves, agent blue gained access via a fire escape at the rear of the building, taking the back stairs to the floor whilst passing Flanagan's apartment, which had been closed off with crime scene tape. Richie returned to the stairs; moving up onto the top floor, gaining access to the roof. Once up on the roof; agent blue looked down. He could see a stench pipe leading down to Flanagan's apartment.

From 1962 to 1971, the U.S. military sprayed herbicides over Vietnam to strip the thick jungle canopy that could conceal opposition forces, to destroy crops that those forces might depend on, and to clear tall grasses and bushes from the perimeters of US base camps and outlying fire-support bases. Mixtures of 2,4-dichlorophenoxyacetic acid (2,4-D), 2,4,5-trichlorophenoxyacetic acid (2,4,5-T), picloram, and cacodylic acid made up the bulk of the herbicides sprayed. The main chemical mixture sprayed was Agent Orange, a 50:50 mixture of 2,4-D and 2,4,5-T. At the time of the spraying, 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD), the most toxic form of dioxin, was an unintended contaminant generated during the production of 2,4,5-T and so was present in Agent Orange and some other formulations sprayed in Vietnam. Because of complaints from returning Vietnam veterans about their own health and that of their children combined with emerging toxicologic evidence of adverse effects of phenoxy herbicides and TCDD, the National Academies of Sciences, Engineering, and Medicine was asked to perform a comprehensive evaluation of scientific and medical information regarding the health effects of exposure to Agent Orange, other herbicides used in Vietnam, and the various components of those herbicides, including TCDD. Updated evaluations were conducted every two years to review newly available literature and draw conclusions from the overall evidence. Veterans and Agent Orange: Update 11 (2018) examines peer-reviewed scientific reports concerning associations between various health outcomes and exposure to TCDD and other chemicals in the herbicides used in Vietnam that were published between September 30, 2014, and December 31, 2017, and integrates this information with the previously established evidence database.

Because of concerns about incineration, the Department of Defense plans to use alternative means to destroy the chemical agent stockpiles at the Pueblo and Blue Grass facilities. The DOD contracted with Bechtel Parsons to design and operate pilot plants for this purpose. As part of the NRC efforts to assist the DOD with its chemical demilitarization efforts, the Department requested a review and assessment of the Bechtel designs for both plants. An earlier report presented an assessment of the Pueblo design. This report provides a review of the Blue Grass Chemical Agent Destruction Pilot Plant based on review of data and information about the initial design and some intermediate design data. Among other topics, the report presents technical risk assessment issues, an analysis of delivery and disassembly operations and of agent destruction core processes, and an examination of waste treatment.

January 2012 saw the completion of the U.S. Army's Chemical Materials Agency's (CMA's) task to destroy 90 percent of the nation's stockpile of chemical weapons. CMA completed destruction of the chemical agents and associated weapons deployed overseas, which were transported to Johnston Atoll, southwest of Hawaii, and demilitarized there. The remaining 10 percent of the nation's chemical weapons stockpile is stored at two continental U.S. depots, in Lexington, Kentucky, and Pueblo, Colorado. Their destruction has been assigned to a separate U.S. Army organization, the Assembled Chemical Weapons Alternatives (ACWA) Element. ACWA is currently constructing the last two chemical weapons disposal facilities, the Pueblo and Blue Grass Chemical Agent Destruction Pilot Plants (denoted PCAPP and BGCAPP), with weapons destruction activities scheduled to start in 2015 and 2020, respectively. ACWA is charged with destroying the mustard agent stockpile at Pueblo and the nerve and mustard agent stockpile at Blue Grass without using the multiple incinerators and furnaces used at the five CMA demilitarization plants that dealt with assembled chemical weapons - munitions containing both chemical agents and explosive/propulsive components. The two ACWA demilitarization facilities are congressionally mandated to employ noncombustion-based chemical neutralization processes to destroy chemical agents. In order to safely operate its disposal plants, CMA developed methods and procedures to monitor chemical agent contamination of both secondary waste materials and plant structural components. ACWA currently plans to adopt these methods and procedures for use at these facilities. The Assessment of Agent Monitoring Strategies for the Blue Grass and Pueblo Chemical Agent Destruction Pilot Plants report also develops and describes a half-dozen scenarios involving prospective ACWA secondary waste characterization, process equipment maintenance and changeover activities, and closure agent decontamination challenges, where direct, real-time agent contamination measurements on surfaces or in porous bulk materials might allow more efficient and possibly safer operations if suitable analytical technology is available and affordable.

Over 3 million U.S. military personnel were sent to Southeast Asia to fight in the Vietnam War. Since the end of the Vietnam War, veterans have reported numerous health effects. Herbicides used in Vietnam, in particular Agent Orange have been associated with a variety of cancers and other long term health problems from Parkinson's disease and type 2 diabetes to heart disease. Prior to 1997 laws safeguarded all service men and women deployed to Vietnam including members of the Blue Navy. Since then, the Department of Veteran Affairs (VA) has established that Vietnam veterans are automatically eligible for disability benefits should they develop any disease associated with Agent Orange exposure, however, veterans who served on deep sea vessels in Vietnam are not included. These "Blue Water Navy" veterans must prove they were exposed to Agent Orange before they can claim benefits. At the request of the VA, the Institute of Medicine (IOM) examined whether Blue Water Navy veterans had similar exposures to Agent Orange as other Vietnam veterans. Blue Water Navy Vietnam Veterans and Agent Orange Exposure comprehensively examines whether Vietnam veterans in the Blue Water Navy experienced exposures to herbicides and their contaminants by reviewing historical reports, relevant legislation, key personnel insights, and chemical analysis to resolve current debate on this issue.

Since the 1980s, software agents and multi-agent systems have grown into what is now one of the most active areas of research and development activity in computing generally. One of the most important reasons for the current intensity of interest in the agent-based computing paradigm certainly is that the concept of an agent as an autonomous system, capable of interacting with other agents in order to satisfy its design objectives, is a natural one for software designers. This recognition has led to the growth of interest in agents as a new paradigm for software engineering. This book reflects the state of the art in the field by presenting 14 revised full papers accepted for the second workshop on this topic, AOSE 2001, together with five invited survey articles. The book offers topical sections on societies and organizations, protocols and interaction frameworks, UML and agent systems, agent-oriented requirements capture and specification, and analysis and design.
